There is more independent proof that you do not need to remap the HD EFI when installing mufflers. The March 2009 (page 66) Cycle World dyno tested a set of slip-on mufflers on an '09 FLH, getting 5% more HP and 9% more torque on a "bone-stock, including EFI mapping" bike.

131/151 Explained

What do the 131/151 codes mean?
The codes are specifically listed as P0131 and P0151 codes. The description in the Service Manual is:
P0131    Front O2 sensor low or engine running lean
P0151    Rear O2 sensor low or engine running lean
The key point to look at here is "O2 sensor low" when analyzing what is happening with the XIED's in place.

We often get questions about the differences in the products, if the product is compatible with their upgrades or which product is “best” for their particular bike. This was our original analysis of the HD closed loop ECM done in early 2007. While we have learned a great deal since then, much has changed, some of terminology was less than ideal and even a few of our conclusions were not quite correct, but our analysis of the heat and how richening the mixture can dramatically cool the engine was indeed correct.
